I seen this story too, pretty scary, pretty terrible. Point the finger of blame...police, home office, immigrations officers....don't know, don't know. I guess blame can be pointed at any of them, and each can make a good case for why they did no wrong.
You say immigration control, out of control. Perhaps you right! But I think untill it is identified exactly what happened (this case is on going), it may be hard to say really who is to blame. I think the point is not so much about blame, telling off the bad people, so much as finding out why this happened, at what stage things went wrong, and change things so this wil not happen again.
