Philippine Department of Foreign Affairs said the government will not heed the summons because International People's Tribunal (IPT or Permanent People's Tribunal) is not a legitimate agency of the United Nations.

"What we know is that the alleged tribunal is not an agency of the United Nations or an international organization as defined under international law. It has no real power to hear cases or to issue a subpoena. It is a non-government organization," DFA spokesperson Claro Cristobal said.

An official at the foreign office who spoke on condition of anonymity said the tribunal "has no judicial powers to impose fines or penalities," and "has no standing before the international community."
