Tories to deliver Tax cuts?

Tax, everyone says, is shaping up as the big battle between Tory modernisers and diehards here in Bournemouth. But while it certainly is the topic people are discussing, it is hardly a battle.

David Cameron understands perfectly that all Conservatives believe in tax cuts; it is part of their DNA. And while the modernising gloss is genuine enough, one only has to look at him to know that at heart he is, and always will be, a traditional Conservative.

When he says that economic stability must come before tax cuts the representatives here will bite their tongues and trust him, not just because they think he can win, but also because they reckon that - as a proper Tory - he should be able to deliver both.
