Post Housing shortage - demand and supply

Wouldn't it be a good idea for the govt to legislate in order to reduce the number of people owning 2 or more homes? They could do this by increasing taxes on 2nd homes or by restricting the allowable number of residential properties owned by an individual.

This would bring down house prices and make more homes available for first time buyers.
