What should we do about uninsured drivers?

With the use of databases and Automatic Number Plate Recognition Cameras (ANPR) traffic police are catching more uninsured drivers. After watching several police programs it is apparent that some uninsured drivers are unaware they are inadequately covered. In addition to this many of them are young drivers who believe the risk is worth taking due to the high cost of motor insurance.

Recommendations

Send the uninsured car owners a letter (if not SORN) informing them that…
  • The car is not showing as being insured.
  • If found on the road the car will be crushed.
  • They face fine etc.
  • General helpful information.
This should be addressed to the owner of vehicle at the registered address of the vehicle. This would have the following affects…
  • Drivers that were unaware of their uninsured status can act to resolve the issue.
  • Young drivers will be informed and may reconsider.
  • Parents of young drivers may see the letters and confront their children about the issue.
In addition to this I believe measures need to be taken to keep young drivers insurance at an affordable level. Maybe something like enforcing a cap on how much the insurance companies can charge for insurance on cars within a low insurance group (1-4). The insurance companies may argue this will push up cost of insurance, however they are already charging extra due to uninsured drivers. This should balance out, as there would be less uninsured drivers on the road and therefore have little effect on insurance costs.

I believe this would be more cost effective than adding more police to stop and catch these people, which create resentment towards the police and alienates the younger generation.
