On 2 April, U.S. Representative Hank Johnson (D. GA), during committee questioning of Admiral Robert Willard, CINC PAC, regarding plans to station approximately 8,000 Marines, support elements and their families on Guam (25,000 total), stated that he is afraid the island will; "...tip over and, uh, and capsize."

OK, I know this is in Jokes & Humour, but is that Hank Johnson for real or what? He sounds and looks either drunk or stoned, or perhaps both. I sincerely hope that he doesn't represent the standard of the average US congressman!!
