On April, 8 D.Medvedev and B.Obama, Presidents of the Russian Federation and USA, finally signed Strategic Arms Reduction Treaty in Prague. The parties to the treaty are committed to limit their operatively deployed nuclear forces to 700 carriers (800 of deployed and non-deployed) and 1550 warheads. The treaty includes a detailed system of definitions, calculation rules as well as foresees setting up of quite a serious system of verification.
Russian political scientist Dr. Andrey Pavlov believes that Obama needed this treaty more that Medvedev (see his article on START here: START: victory or defeat? | East+West Review Analytics Agency), but what do YOU think about it?

That just seems outrageous, what on earth are they thinking? What enemy is that big that they would possibly need that many nuclear carriers?
